The Commission on Elections (Comelec) in the Philippines has introduced stricter regulations to address the controversial practice of using placeholder candidates in elections. This move marks a significant shift in electoral policies, aimed at enhancing the integrity of the election process.
"The Comelec’s new resolution, however, covers only next year’s elections, as legislation is needed to amend the Omnibus Election Code, which is silent on substitution by withdrawal."
